UNESCO Recommendation on Open Science

The second draft of the UNESCO Recommendation for the global development of Open Science has been approved.

The UNESCO Intergovernmental Committee, composed of technical and legal experts designated by Member States, met online on 6-7 May and 10-12 May and agreed the document "Adopted Draft Recommendation on Open Science" that will be formally adopted by UNESCO at its plenary meeting in November 2021 so that all Member States will take action to adopt Open Science at all levels.

The purpose of the Recommendation is to provide a globally accepted framework of principles, norms, standards and good practices to support the development of coherent and effective policies and practices that put Open Science in operation.

The Open Science Recommendation aims to mobilise decision-makers, researchers, innovators, publishers and civil society to make open access to scientific data, research results, educational resources and research facilities a reality. Supporting Open Science in research programmes is the best response to global challenges such as climate change and the ongoing coronavirus pandemic.

The Recommendation recognises the role that the National Research and Education Networks of Europe (NRENs) play in the development of Open Science. They provide fundamental services for the development of Open Science such as computing platforms, applications, and the necessary infrastructure.
